Amdt. 312) filed by Senator Cornyn to S. 4, the Improving America's Security by Implementing Unfinished Recommendations of the 9/11 Commission Act of 2007. S. Amdt. 312 bundles four injudicious proposals that the 9/11 Commission never recommended and, therefore, these amendments should not be added to this bill.
